    "body": "<p><em><strong>WASHINGTON, D.C. &ndash; MONDAY, APRIL 6 &ndash;</strong></em> The <a href=\"http://savehivfunding.org/\"><u>Save HIV Funding Campaign</u></a> is responding to President Trump&rsquo;s FY27 budget request to Congress, released last Friday, which fails to meet the moment on HIV and other critical health issues.</p><p>The President&rsquo;s budget request turns its back on a rapidly unfolding crisis of shortfalls for HIV programs nationwide, including state AIDS Drug Assistance Programs. It ignores and undercuts the potential promise of recent innovations in HIV prevention for people vulnerable to HIV at home and abroad. Last year, members of Congress rightfully listened to their constituents and HIV community stakeholders and rejected the President&rsquo;s FY26 budget request that made similar demands, instead providing bipartisan support to maintain HIV programs in FY2026. \u200b The Save HIV Funding campaign urges Congress to reject the President&rsquo;s budget proposal once again and instead embrace the urgent need to increase resources to fully fund HIV programs and protect thousands of individuals, families, and communities nationwide who are unable to afford access to effective HIV care without these lifesaving federal resources. </p><p>The President&rsquo;s budget request is a moral document that fails to support basic health needs and the affordability of care. Across the country, individuals, localities, and clinics are grappling with the dire impacts of the Administration and Congressional Majority slashing Medicaid and ending tax subsidies that helped millions of Americans pay for their insurance. A <a href=\"https://westhealth.org/news/one-third-of-americans-making-financial-trade-offs-to-pay-for-healthcare/\"><u>March poll</u></a> found that 1 in 3 adults in the U.S. had experienced at least one daily life trade-off in the past year to pay for healthcare expenses - including extending current prescriptions, skipping meals, and driving less. The HIV community is experiencing these same pressures as tens of thousands of people living with HIV fight to stay on lifesaving treatment. Federal HIV programs require a funding increase to counter these pressures and ensure that people can access the care they need.</p><p>Additional resources are also needed to bolster the nation&rsquo;s HIV prevention response. As the opportunity to effectively deploy long-acting injectable PrEP languishes and the Centers for Disease Control struggles to meet basic HIV reporting and testing needs because of understaffing, the FY27 President&rsquo;s budget request calls for nearly $800M in cuts to effective and cost-effective HIV prevention programs. Without these resources, many more generations of people will live with HIV - a far cry from the first Trump Administration that called for ending HIV in the U.S. by 2030.</p><p>At a time when <a href=\"https://www.nytimes.com/2026/01/26/us/politics/affordability-poll.html\"><u>more than half of American voters report that housing in unaffordable</u></a>, the administration is calling once again for the elimination of HOPWA, a critical housing program for people living with HIV/AIDS. And as nations around the globe actively recruit America&rsquo;s brightest scientists who have become disillusioned by the chaotic disruptions within the Department of Health and Human Services and the National Institutes of Health, the Administration proposes a $5 billion cut to NIH, using politicized and stigmatizing language targeting transgender people, communities of color, and LGBTQ populations it its justification to turn away from science. </p><p>This budget request fails America, and its proposals would force our communities to pay a steep price. As President Trump chooses warfare over healthcare with an FY27 budget proposal that would award the Pentagon historic funding levels, Congress must once again reject this cruel and out-of-touch request and instead use its power to appropriate for the people - especially to meet their mounting healthcare needs, including the needs of millions of Americans impacted by HIV. </p><p><strong>HIV FUNDING FAST FACTS<br>\u200b<br>\u200b</strong>To support reporters covering the urgent policy landscape, the campaign is releasing the following Fact Sheet outlining the impact, scale, and human stakes of ongoing funding threats:</p><ul class=\"release-content-list release-content-list--bulleted release-content-list--align-inherit\"><li><span><strong>Global HIV/AIDS Funding Under Attack: </strong>Advocates successfully turned back $400M in proposed cuts to PEPFAR as part of a larger attack on international assistance programs in the recissions bill passed by Congress in July 2025. Despite this success, changes implemented unilaterally by the Administration have severely compromised the program, including the elimination of HIV prevention funding for several key populations and replacing existing transparent and highly effective country and regional operations planning with clandestine bilateral contractual negotiations that undermine lifesaving implementation strategies for people living with HIV and seek to extract trade, data, and other unrelated concessions from member countries. </span></li><li><span><strong>AIDS Drug Assistance Programs in Crisis:</strong> After years of flat federal funding in the midst of rapidly increasing healthcare costs, ten state ADAP programs <a href=\"https://nastad.org/sites/default/files/2026-02/nastad-adap-watch-february-2026_2.pdf\"><u>recently reported</u></a> deficits in the current fiscal year, and 19 ADAPs forecast deficits for the upcoming year&ndash; threatening medication access for thousands of Americans. \u200b </span></li><li><span><strong>Federal HIV programs have more than 35 years of bipartisan support</strong>: In 2003, President George W. Bush created PEPFAR (the President&rsquo;s Emergency Plan for AIDS Relief), which has saved 25 million lives worldwide. Domestically, Bush signed reauthorizations of the Ryan White CARE Act, expanding federal support for HIV care. Protecting HIV funding has historically been a bipartisan commitment to public health and stability.</span></li><li><span><strong>Federal HIV programs are cost-effective:</strong> Every $1 invested in HIV prevention saves the health care system $3 to $7 in future treatment costs. Cuts would increase long-term spending.</span></li><li><span><strong>Medicaid is the largest source of coverage for people with HIV in the U.S.,</strong> covering roughly 40% of people living with HIV. Medicaid expansion has been associated with a 33% increase in PrEP prescriptions. Cuts to HIV funding would have ripple effects across the entire Medicaid system, limiting access to care for millions of low-income Americans.</span></li><li><span><strong>HIV care is part of the U.S. health care system</strong>: Federal HIV funding supports access to preventive care, primary care, mental health services, housing, and medications. Cutting these funds would destabilize programs millions of Americans depend on &mdash; including those living with chronic conditions, low-income families, and uninsured people.</span></li><li><span><strong>Over 1.2 million Americans are living with HIV</strong>, and over 500,000 rely on federal programs like the Ryan White HIV/AIDS Program for lifesaving medication and care.</span></li><li><span><strong>HIV prevention funding protects everyone</strong>: The federal government funds access to PrEP (pre-exposure prophylaxis), a daily medication that reduces the vulnerability of HIV by 99%. Rolling back funding would increase new HIV cases and long-term costs to the health care system.</span></li><li><span><strong>HIV funding is about more than one disease</strong>: These programs create a blueprint for coordinated, federally funded responses to health crises &mdash; from the opioid epidemic to COVID-19. Gutting HIV funding would weaken America&rsquo;s preparedness for future public health threats.</span></li><li><span><strong>HIV funding protects vulnerable communities:</strong> Black and Latine communities account for more than 65% of new HIV diagnoses.
